For Food Services To Support The 2026 SFSP; (3) Accepting And Appropriating Additional SFSP Funding From Any Source That Becomes Available And Authorizing The City Administrator To Amend The Above PSA’S To Increase Amounts Within The 2026 SFSP Term; And (4) Waiving The Competitive RFP/Q Process Local/Small Local Business Enterprise Program Requirements

The City Council is considering a resolution to accept and appropriate up to $426,870 in grant funding from the California Department of Education and the USDA for the 2026 Summer Food Service Program (SFSP). This program provides free, nutritious meals to children and youth during the summer months. The resolution also authorizes the City Administrator to enter into Professional Services Agreements (PSAs) with two existing vendors, Uptons, Inc. (dba School Foodies) and Flo's Friendly School Lunches, Inc., for food preparation and delivery. These contracts are renewals from the 2025 program and are eligible for annual renewal for up to four years under federal regulations. The City will waive the competitive RFP/Q process and Local/Small Local Business Enterprise (L/SLBE) program requirements, as this is a grant of federal funds that underwent a competitive process in 2025. The City Administrator is also authorized to accept additional SFSP funding from any source and amend the PSAs accordingly. The 2026 SFSP is expected to serve approximately 70,000 lunches and 70,000 snacks at over 45 sites citywide, including libraries, recreation centers, and community partner locations. The program runs from May 26, 2026, through August 7, 2026.

This action ensures the continuation of the Summer Food Service Program, providing free meals to thousands of Oakland children during the summer break. Residents can expect no direct cost as the program is fully funded by federal and state grants.
