This ordinance authorizes the City Administrator to negotiate and execute a license agreement with the nonprofit Oakland Parks & Recreation Foundation (OPRF) for the maintenance and programming of Tyrone Carney Park at 10501 Acalanes Drive, Oakland. The agreement will be for an initial term of two years with five one-year options to extend, at a license fee of zero dollars ($0.00). The city finds this below-market fee to be in its best interest because OPRF will provide community stewardship, maintenance, and workforce training, thereby reducing the city's costs and providing economic opportunities for residents. The project is also found to be exempt from the California Environmental Quality Act (CEQA).
