Summary

The City of Richmond is authorizing the Chief Administrative Officer to accept $5,077.23 from the Virginia Opioid Abatement Authority (VOAA). These funds will be used to amend the Fiscal Year 2025-2026 General Fund Budget by creating a new line item, the “Hanover County OAA Project Recover Grant.” The funds will then be granted to Hanover County as matching funds to support their Project Recover initiative, which aids individuals suffering from substance use disorders. This initiative utilizes Certified Peer Recovery Specialists to provide immediate support and resources to individuals who have had contact with Emergency Medical Services or law enforcement due to overdose incidents. Hanover County will serve as the lead applicant and fiscal agent for this cooperative project, which also involves Chesterfield County.

This action allows the City to contribute matching funds to a regional initiative aimed at supporting individuals recovering from substance use disorders. The funds are provided by the Virginia Opioid Abatement Authority, meaning there is no direct fiscal impact on Richmond residents.
