This agreement supports a recovery academy initiative funded by the Virginia Opioid Abatement Authority (VOAA). Chesterfield County will serve as the lead applicant and fiscal agent. The City of Richmond will contribute a locality match of $8,519.98, which is fully funded by grant proceeds received from the VOAA, resulting in no direct fiscal impact to the City. The agreement formalizes the partnership to fund and operate the Chesterfield Recovery Academy Outreach and Transportation Project, which aims to increase adolescent access to substance use treatment and interrupt the cycle of opioid and multi-substance use disorder. The agreement term is set to end on June 30, 2026, with potential for annual renewals up to June 30, 2030.
