This ordinance authorizes the Chief Administrative Officer to execute a Grant Agreement with the United States Department of Transportation (USDOT) for the Fiscal Year 2024 Safe Streets and Roads for All (SS4A) Grant Program. The purpose of this grant is to fund supplemental planning activities for the City's Vision Zero safety program, aiming to eliminate traffic deaths and serious injuries. The total award is $1,250,000, with the USDOT providing $1,000,000 (80%) and the City contributing $250,000 (20%) as a matching fund. These funds will support activities such as developing a Post-Crash Care Action Plan, a Pedestrian Safety Master Plan, conducting Road Safety Assessments, implementing Speed Management Outreach, and advancing Health in Transportation initiatives related to substance use and mental health screening. The grant period is 24 months, with planned completion of final reports by September 30, 2027. This initiative aligns with the Richmond 300 Master Plan and the Vision Zero Action Plan.
