Summary

The City Council is considering a zoning map and text amendment, along with a development agreement, to facilitate the construction of two new warehouse buildings totaling approximately 199,850 square feet on a 10.21-acre site at 2626 Kansas Avenue, 2069 Massachusetts Avenue, and 1989 Massachusetts Avenue. The zoning change will rezone the property from the I-ID - General Industrial and Innovation District (EE - Employment Emphasis and HE - Housing Emphasis Subdistrict) Overlay Zone to the I-ID - General Industrial and Innovation District (IE - Industrial Emphasis Subdistrict) Overlay Zone. This change allows for warehousing and distribution uses and modifies development standards within the Innovation District.

The development agreement with SCIND Massachusetts, LLC includes several community benefits and enhanced project features:

Community Benefits:

  • Project Building Facades: Facades facing Massachusetts Avenue will include brick.
  • Public Art: A $250,000 sculpture at Massachusetts Avenue and Kansas Avenue, a $200,000 public art fee to the City, and a $50,000 donation to the University of Riverside's student art program.
  • Hulen Place Funding: $250,000 contribution to address key issues identified by the Hulen Place Board.
  • Job Training: $250,000 contribution to the Riverside Community College workforce training program.
  • City and Innovation District Signage: $250,000 for strategic signage to attract developers and businesses.
  • Innovation District Marketing: $100,000 to promote the Innovation District.

Enhanced Project Features:

  • Union Labor: Commitment to pursue union labor for approximately 60% of the project (210 jobs) in key trades.
  • LEED Certification: Commitment to pursuing the highest achievable LEED certification.

The City Council introduced ordinances for these changes on March 24, 2026, and approved the matter unanimously with Councilmember Falcone absent. The development is expected to include 93,900 sq ft of warehouse and 6,000 sq ft of office space in Building 1, and 91,700 sq ft of warehouse, 6,000 sq ft of ground floor office, and 2,250 sq ft of mezzanine office in Building 2. The project also details new driveways, perimeter fencing, and landscaping.
