The City Council is asked to ratify a subrecipient agreement with Path of Life Ministries for $500,000 to continue the Love Your Neighbor Collaborative (LYNC) program. This program places social work interns in eight Riverside Public Library locations to provide outreach, needs assessments, case management, and referrals to homeless individuals and families. The agreement runs from March 1, 2026, through February 28, 2028. The funding comes from the Homeless Housing, Assistance, and Prevention (HHAP) Rounds 3, 4, and 5 grants. The LYNC program aims to connect vulnerable populations with resources for housing stability, employment, and health services. The program has been in operation since January 2023, initially funded by ARPA funds, and has expanded to multiple library locations. The agreement allows for minor, non-substantive changes and contract extensions, subject to funding availability. The City Manager, or designee, is authorized to execute the agreement. The fiscal impact of $500,000 is covered by specific HHAP grant accounts.
