Summary

This ordinance amends Riverside Municipal Code Title 12, Chapter 12.04 (Airport Regulations) and Section 12.14.025 (Incursions into aircraft movement areas) to enhance airport safety and operational clarity. The changes include:

  • New Section 12.04.055 (Animals): Requires all domesticated animals on airport property to be leashed or otherwise restrained.
  • Amended Section 12.04.060 (Commercial and business activities): Clarifies that all commercial and business activities on airport property require City-issued permits and licenses. It also mandates that off-airport commercial vendors must comply with a commercial airport vendors policy and requires tenants to ensure vendors have a City business license and proper insurance, holding tenants responsible for vendor behavior.
  • Amended Section 12.14.025B (Incursions into aircraft movement areas): Reinforces the restricted nature of aircraft movement areas (tarmac, taxiway, runway, ramp) by specifying that vehicles crossing the delineating red line will lose gate card privileges and require specific training and approval to rectify. Authorized vehicles (Airport Operations, Fuel Truck, Waste collection, Riverside Fire, Riverside Police) are permitted to cross the red line.

There is no fiscal impact associated with these changes. The ordinance is not subject to CEQA as it will not have an environmental effect. It will become effective 30 days after adoption.
