The City and County of San Francisco's Human Services Agency (HSA) is authorized to apply for and accept state allocation awards from the California Department of Housing and Community Development (HCD) totaling up to $5,359,094. This includes up to $4,741,224 for the Transitional Housing Program (THP) and up to $617,870 for the Housing Navigation and Maintenance Program (HNMP). These funds, initially allocated on August 19, 2025, will help young adults aged 18 to 24, especially those formerly in foster care or probation, secure and maintain housing.
