This ordinance, File No. 251082, sponsored by Supervisors Mahmood and Walton, creates the Fillmore Entertainment Zone on Fillmore Street between Sutter and McAllister Streets and O’Farrell Street between Steiner and Fillmore Streets. This zone will allow open container alcoholic beverage consumption during special events, purchased from licensed premises within the zone. Fillmore Turk Mini Park (located at Fillmore Street between Turk Street and Golden Gate Avenue) is explicitly excluded from the zone, and any Management Plan for the zone must address impacts on the park, requiring approval from the Recreation and Park Department. The Planning Department affirmed compliance with the California Environmental Quality Act (CEQA), determining it would not result in a direct or indirect physical change in the environment.

Residents in the Fillmore and O'Farrell neighborhoods may experience more public entertainment events and open container alcohol consumption in designated areas, with specific measures in place to protect Fillmore Turk Mini Park.
