Summary
This resolution approves a $40,000,000 professional services agreement with Jacobs Engineering Group Inc. for program advisory services related to the Port of San Francisco's Waterfront Resilience Program. The contract spans an initial five years, commencing March 2, 2026, through March 1, 2031, with a single option to extend for five additional years at the Port Commission's discretion. This award is made pursuant to Charter, Section 9.118(b), requiring Board of Supervisors approval for contracts exceeding $10,000,000.
Program Scope: The Waterfront Resilience Program is a multi-decade initiative, with an estimated cost of $10-20 billion, designed to protect San Francisco's 7.5-mile waterfront from seismic vulnerabilities, flooding, and sea level rise. Jacobs will provide comprehensive advisory services including:
- Program Management: Administration, strategic planning, risk management, scheduling, and budget forecasting.
- Environmental & Regulatory Support: Conducting California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) reviews, securing regulatory permits, and ensuring historic resources compliance.
- Engineering & Technical Services: Expertise in geotechnical, coastal, marine structural, civil, and stormwater engineering, as well as cost estimating, value engineering, and constructability assessments.
- USACE Flood Study Support: Assisting with the U.S. Army Corps of Engineers (USACE) Flood Study, including feasibility reports and design procedures.
- Community Engagement: Communications, public outreach, educational programs, workforce development, and small business support.
This new agreement continues the work previously performed by CH2M HILL Engineers, Inc. (acquired by Jacobs), whose contract was amended multiple times, most recently in October 2025, to bridge the gap until this new contract becomes effective.
This contract is vital for advancing the $10-20 billion Waterfront Resilience Program, which aims to protect San Francisco's shoreline from earthquakes and rising sea levels. It ensures continued expert planning and engineering to safeguard critical infrastructure, public spaces, and transportation networks, ultimately enhancing the safety and long-term viability of the waterfront for residents and businesses.
