This approximately 8-acre site, bounded by Carroll and Armstrong Avenues, will consolidate and replace existing SFFD training facilities currently located on Treasure Island and at 2310 Folsom Street.

The new facility, funded by an Earthquake Safety and Emergency Response Bond (March 2020), will provide upgraded training for firefighters and emergency medical technicians, including live-fire, classroom, and equipment training. The project involves a zoning change from PDR-2 to Public (P) and a height and bulk change from 40-X to 90-X to accommodate structures like an 84-foot-tall training tower and an 80-foot-tall simulated communications tower. Construction is anticipated to begin in 2025 and be completed by 2028.

The Vacation Area contains existing subsurface utilities owned by the San Francisco Public Utilities Commission (SFPUC) and overhead electrical facilities by Pacific Gas and Electric (PG&E). A Memorandum of Understanding (MOU), dated December 5, 2025, has been executed between SFFD and SFPUC to preserve SFPUC's access and maintenance rights. An easement will also be reserved for PG&E. Adjacent landowners, including California State Parks and Prologis/Palmtree Acquisitions, have provided letters of support.

A public hearing for all interested persons or those objecting to the proposed street vacation is scheduled for January 6, 2026, at 3:00 P.M. in the Legislative Chamber of the Board of Supervisors. The Planning Department determined the vacation is consistent with the General Plan, and environmental review was cleared via a Final Mitigated Negative Declaration (adopted February 8, 2022) and Addendum No. 1 (June 4, 2025).

This project will significantly enhance public safety by providing a state-of-the-art training facility for San Francisco firefighters and EMTs, leading to improved emergency response capabilities. The street vacations involve "paper streets" that are currently inaccessible, meaning there will be no disruption to existing public access or traffic flow for residents. One public comment suggested the vacated Folsom Street training site could be used for affordable housing.
