Resolution authorizing the Department of Homelessness and Supportive Housing’s Executive Director, Chief Deputies, Deputy Directors and Program Directors to solicit donations from various private entities and organizations to support the expansion of temporary shelter and other homeless services to support people experiencing homelessness, notwithstanding the Behested Payment Ordinance.

This resolution authorizes the Department of Homelessness and Supportive Housing (HSH) Executive Director, Chief Deputies, Deputy Directors, and Program Directors to solicit private donations for six months to expand temporary shelter and other homeless services. This waiver allows them to solicit from entities that would normally be restricted by the Behested Payment Ordinance (Campaign and Governmental Conduct Code, Section 3.600 et seq.). The goal is to address the 8,323 people experiencing homelessness (2024 Point-in-Time Count) and support the "Home by the Bay" strategic plan's call for 1,075 new shelter beds. HSH will report all solicited donations, including donor, amount, and any interested relationship, to the Board of Supervisors within 60 days of the waiver's expiration.

This measure enables the city to secure additional private funding for homeless services, potentially expanding shelter and support for people experiencing homelessness in San Francisco without direct taxpayer cost.
