Resolution approving Amendment No. 1 to the agreement between the City, acting by and through, the Department of Public Health (DPH), and HealthRight 360, to provide withdrawal management and residential treatment services, to extend the term by two years from June 30, 2026, for a new term of July 1, 2024, through June 30, 2028, and to increase the amount by $28,600,872 for a new total not to exceed amount of $38,566,219; and to authorize DPH to enter into amendments or modifications to the agreement that do not materially increase the obligations or liabilities to the City and are necessary to effectuate the purposes of the agreement or this Resolution.

This resolution approves Amendment No. 1 to an agreement between the Department of Public Health (DPH) and HealthRight 360 for withdrawal management and residential treatment services. The amendment significantly expands the contract:

• Term Extension: Extends the agreement by two years, from an original end date of June 30, 2026, to a new term ending June 30, 2028. The overall contract term is now July 1, 2024, through June 30, 2028.

HealthRight 360 provides two key programs under this agreement:

• HR360 Medical Detox (815 Buena Vista West): Offers Level 3.2 withdrawal management (medical detox) services for up to 5-7 days, utilizing 28 beds. It serves adults in San Francisco with substance use disorders (SUD), including unhoused and Medi-Cal eligible individuals. For FY 2025-2026, this program is budgeted for 6,643 units of service (bed days) serving 316 unduplicated clients.
• HR360 Acceptance Place (890 Hayes St): Provides Levels 3.1, 3.3, and 3.5 residential SUD treatment with stays ranging from 30 to 90 days, utilizing 10 beds. This program specializes in serving gay or bisexual men with SUD in San Francisco, including unhoused and Medi-Cal eligible individuals. For FY 2025-2026, this program is budgeted for 2,920 units of service (bed days) serving 34 unduplicated clients.

The total funding includes a $3,385,808 contingency amount for the extended term. DPH is also authorized to make non-material amendments to the agreement. HealthRight 360 has ongoing obligations related to properties at 890 Hayes Street and 214 Haight Street due to prior City loan subordination.

This substantial funding increase and extended contract term ensure the continued availability of critical withdrawal management and residential treatment services for San Francisco residents struggling with substance use disorders. It specifically supports programs for adults, including the unhoused, and tailored services for gay and bisexual men, providing vital pathways to recovery and stability.
