Summary
This ordinance approves the vacation of portions of Hawes Street, Griffith Street, and Bancroft Avenue to facilitate the development of a new San Francisco Fire Department (SFFD) Training Facility at 1236 Carroll Avenue. The project site, approximately 8.02 acres of City-owned property, will consolidate existing SFFD training operations from Treasure Island and Folsom Street into a single, upgraded campus.
The vacated streets are currently "paper streets" that are inaccessible to the public due to steep grades and lack of development. In conjunction with the street vacation, the Planning Code will be amended to change the zoning of the site from Production, Distribution and Repair (PDR-2) and Public (P) to all Public (P), and the height and bulk designation will increase from 40-X to 90-X to accommodate taller training structures.
Key Facility Components:
- Four main buildings: A 35,000 sq ft Fire-Training and Administration Building, a 12,000 sq ft Fire and EMS support building, a 9,000 sq ft Apparatus Building with five vehicle bays and a 10,000-gallon split-fuel tank, and a 7,000 sq ft Maintenance Shop.
- Seven training structures: Including an 84-ft tall training tower, an 80-ft tall simulated communications tower, and various simulated residential, commercial, and earthquake-damaged structures.
The ordinance reserves public utility and access rights for the City and easement rights for existing PG&E overhead electrical facilities (a 12-foot-wide temporary easement). A Memorandum of Understanding (MOU) has been executed with the SFPUC to preserve access for their subsurface utilities (box culvert, sewer main, communication lines). The project has received CEQA clearance and is consistent with the General Plan. Construction is anticipated to occur between 2025 and 2028.
This project will significantly enhance the training capabilities of San Francisco firefighters and emergency medical technicians by providing a modern, consolidated facility. While the training facilities are relocating from Folsom Street and Treasure Island, the vacation of "paper streets" means no loss of existing public access or transportation routes for residents.
