The Mayor’s Office of Housing and Community Development (MOHCD) is authorized to accept and expend a $45,000,000 grant from the California Department of Housing and Community Development (HCD) under the Infill Infrastructure Grant Program - Catalytic Qualifying Infill Area (IIGC). This significant funding is dedicated to infrastructure improvements supporting three major housing developments in San Francisco: the Sunnydale HOPE SF Development, the Treasure Island Project, and the India Basin Development.
These projects collectively aim to deliver a substantial number of new homes, including replacement public housing, affordable housing, and market-rate units. The total number of housing units across these projects has been revised to 1,035 units across 8 housing developments, with 504 units designated as affordable (48.69% of total). The India Basin Development (Phase 1) will include 181 affordable units, 45,200 sq. ft. of commercial retail, and 5 acres of public park, with capital improvements beginning by April 2026 and housing construction by August 2027. The Sunnydale HOPE SF Development, with a total of approximately 1,770 units (775 replacement affordable, 200 additional affordable, 694 market rate), has its infrastructure and two housing projects (Block 7 and Block 9, totaling 184 affordable units) currently under construction. The Treasure Island Project, targeting up to 8,000 units, will see Stage 2 infrastructure (utilities, demolition, geotechnical work) continuing through 2027, with street improvements from 2026-2029, and new affordable senior (100 units) and family (150 units) housing developments starting construction.
The grant funds will specifically cover eligible infrastructure costs such as site preparation, utilities, surface improvements, environmental mitigation, structured parking, transit enhancements, and impact fees, but explicitly exclude developer fees or direct housing construction costs. The agreement period for this grant runs from the execution date through June 30, 2031, with a disbursement deadline of June 30, 2027, and a requirement for residential unit construction to commence by August 22, 2027, to avoid fund repayment. All affordable units will be subject to long-term affordability covenants (55 years for rental, 30 years for homeownership) and prevailing wage laws apply to the infrastructure work.
Residents will benefit from the creation of over 1,000 new housing units, including a significant number of affordable homes, across three major San Francisco neighborhoods.
