Third Amendment to the Consultant Agreement with DKS Associates for the Bascom Avenue Highway-Rail Traffic Signal Project.

This memo recommends authorizing the City Manager to execute a third amendment to the consultant agreement with DKS Associates for the Bascom Avenue Highway-Rail Traffic Signal Project. The amendment will:

• Increase the maximum compensation by $74,768, bringing the total contract value to $489,849.
• Extend the contract term from December 31, 2026, to December 31, 2027.

This additional funding and time extension are needed to provide construction support, including attending meetings, preparing plan revisions, responding to information requests, reviewing submittals, assisting with close-out, and preparing record drawings. The project aims to mitigate collision risks at the Bascom Avenue rail crossing, which experiences high volumes of both light rail and freight trains, as well as vehicle traffic. The funding source is Fund 429 – Building and Structure Construction Tax Fund. No ongoing operating and maintenance costs are anticipated.
