Summary
The City Council will consider the Second Substantial Amendment to the Fiscal Year 2025-2026 Annual Action Plan (AAP). This amendment, required by the U.S. Department of Housing and Urban Development (HUD), incorporates additional projects funded by the Community Development Block Grant (CDBG) program. The primary project added is the "Field to Farmstand: Building East San José’s Community Food Infrastructure" initiative, partnering with Veggielution. This project will receive $750,000 in CDBG funds to construct a new produce packing facility, upgrade community spaces for food distribution and training, install solar-ready and water-capturing systems, and create a multi-use training area. These improvements aim to benefit low- and moderate-income (LMI) residents in East San José by strengthening local food access, supporting economic pathways, and enhancing community resilience. The funds are being repurposed from a previously cancelled project, resulting in no net change to the overall CDBG allocation for FY 2025-2026. The Housing Director is authorized to submit the amended AAP to HUD.
