Summary
The Planning Commission met on February 24, 2026, to discuss several items. Key actions included:
- Approved a 12-unit apartment project at 2424 Church Lane, requiring design review and a parking waiver. The project was modified to change the entrance from Church Lane to Willow Road for fire access.
- Denied a Conditional Use Permit for a retail cannabis establishment at 14501 San Pablo Avenue due to concerns about proximity to a church, residences, schools, and youth-centric uses, as well as potential impacts on noise, blight, crime, parking, and traffic.
- Approved a Minor Design Review and Conditional Use Permit for a new two-story single-family residence at 1825 California Avenue, including a reduction in front and rear setbacks. The Chair recused herself due to family residing nearby.
- Approved an amendment to the zoning code to allow sensitive uses (residential, parks, schools, etc.) in the air quality health risk overlay district (d3), subject to a conditional use permit and enhanced measures like ventilation and landscape buffering.
- Approved Major Design Review and a Conditional Use Permit for the development of a 4.86-acre city-owned parcel into a public park, to be named “McNeil Park” at 2600 Moraga Road. The park will include play equipment, picnic areas, a restroom, grass fields, a soccer field, a basketball court, and a 28-space parking lot.
- The Commission also adjusted its 2026 meeting calendar, canceling the November 24th meeting for a special session on December 1st, and re-elected Chair Gurdian and Vice Chair Morris for the upcoming year. Staff member Griffen Dempsey was promoted to Associate Planner.
