Public Safety Evaluation Services

The Sonoma County Probation Department is replacing its existing May 21, 2024 professional services agreement with DNA Global for public safety evaluation services. The new agreement, effective April 7, 2026, maintains the original baseline evaluation services while introducing a new work-order mechanism to authorize additional, non-CCP-funded evaluation projects without requiring formal contract amendments.

Key Provisions:

• Contract Value: The new agreement has an initial term not-to-exceed $534,000 through June 30, 2027, with a maximum five-year value of $976,000 if two one-year extensions are exercised.
• Work Order Process: Authorizes the Chief Probation Officer to approve and sign work orders for additional evaluation services up to $100,000 per fiscal year. This work is intended to address emerging needs, such as score calibration for risk assessment instruments, and must be invoiced separately from baseline CCP-funded work.
• New Provisions: The updated contract includes a new Artificial Intelligence (AI) clause (Administrative Policy 9-6) prohibiting the use of AI for work requiring professional certification and mandating County pre-approval for any AI use.

Financial Details:

• Baseline services remain funded by the Community Corrections Partnership (CCP), consistent with the original agreement.
• Additional work is funded through departmental sources, specifically the Community Corrections Performance Incentive Fund (CCPIF), also known as SB 678 (Community Corrections Performance Incentives Act of 2009), which mandates that at least 5% of annual funding be devoted to program evaluation.

• The original agreement was awarded following an RFP process initiated on November 1, 2023, which resulted in the selection of DNA Global, a woman-owned research firm based in Danville, California.
