This ordinance, adopted on its second reading on April 7, 2026, amends Sonoma County Code Chapters 14 and 24. The primary change allows for on-site cannabis consumption at licensed dispensaries throughout Sonoma County by authorizing the issuance of a Department of Health Services (DHS) Cannabis Lounge Health Permit, provided land use approval is obtained. These consumption lounges must adhere to specific Health Officer requirements, including ventilation, air quality standards, physical separation from retail areas, employee protections from secondhand smoke, and prohibitions on alcohol or tobacco sales/consumption. The ordinance also makes Chapter 32 (County's Smoking Ordinance) inapplicable to these authorized consumption lounges. Additionally, the ordinance repeals obsolete provisions in Chapter 24, removing the requirement for a performance bond for septic haulers, as it is deemed less effective than other enforcement measures. The ordinance takes effect thirty (30) days after adoption.
