Town of Windsor Disbursement from Contingency Liability Fund

The Sonoma County Board of Supervisors is considering a resolution to authorize a budget adjustment of $535,000 from the Town of Windsor's share of the Contingent Liability Fund. This disbursement is requested by the Town of Windsor to address issues of trash in parks and public spaces, and rodent infestation caused by public waste overflow. The funds will be used for the procurement and installation of enclosed waste and recycling units (specifically "Big Belly" units) and for additional trash collection and weed abatement services. These funds are available through the Landfill Settlement Agreement entered into in 2015. The request was initially for $600,000 but was revised to $535,000 after approval by the Committed Cities group on February 19, 2026, ensuring the disbursement does not exceed 50% of Windsor's fund balance. After this disbursement, Windsor's Contingent Fund balance will be approximately $566,252.
