Introduce Ordinance Amending the Western Riverside County Transportation Uniform Mitigation Fee Program to Update Participation

The City of Temecula is introducing an ordinance to amend its participation in the Western Riverside County Transportation Uniform Mitigation Fee (TUMF) Program. The primary changes include establishing an automatic annual adjustment for the TUMF based on a Construction Cost Index (CCI) derived from the National Association of Realtors and Engineering News Record indices, with a cap of 5% per year. This aims to keep fee levels aligned with construction costs without requiring comprehensive nexus study updates. Additionally, the ordinance clarifies the definitions of "Multi-Family Residential Unit" and "Single Family Residential Unit." Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) remain exempt from the TUMF. The Western Riverside Council of Governments (WRCOG) will manage the CCI calculation. This ordinance is considered exempt from the California Environmental Quality Act (CEQA) as it establishes a funding mechanism and does not commit to specific projects. The proposed changes will take effect thirty days after adoption and have no direct fiscal impact on the city.
