Adopt Resolution to Amend the Transportation Uniform Mitigation Fee Program

The City Council of Temecula is adopting a resolution to amend the Transportation Uniform Mitigation Fee (TUMF) program, with the changes taking effect on July 1, 2026. This amendment updates the fee schedule based on the 2024 Nexus Study conducted by the Western Riverside Council of Governments (WRCOG), reflecting changes in the TUMF network and construction costs. The new fee schedule includes:

• Single-family residential units: Fees range from $12,705 for units 1,800 sq ft or less, up to $19,851 for units greater than 2,700 sq ft.
• Multi-family residential units: $8,021 per unit.
• Industrial projects: $2.39 per square foot.
• Retail commercial projects: $7.92 per square foot.
• Service commercial projects: $5.02 per square foot.
• Service Class A and B Office: $2.51 per square foot.

The TUMF program is designed to mitigate traffic impacts from new development on the regional highway and arterial system. The resolution also includes a finding that this action is exempt from the California Environmental Quality Act (CEQA) as it pertains to a government funding mechanism.
