ACT-Fixing & Determining Amounts of County Gen'l Fund Taxes
Summary
This Act (No. 281-2025, as amended) formally fixes and determines the 2026 County General Fund taxes and Special District Taxes for Westchester County, levying these amounts against its various towns and cities. The total County Tax Levy for 2026 is $562,301,659, comprising $527,987,407 for County Operating Purposes and $34,314,252 for the Metropolitan Transportation Authority (MTA) share. Special District Taxes total $217,798,232 across various sanitary sewer, water, and refuse disposal districts.
Overall, the total Westchester County Tax Warrants for 2026 amount to $780,099,891, representing a +3.26% increase from 2025. County taxes increased by +3.71%, while Special District taxes increased by +2.11%. Individual towns and cities will see varying impacts, with North Castle experiencing the highest increase at +11.22% and Harrison seeing the largest decrease at -3.48%.
The Act also adopts the comprehensive 2026 County Budget, outlines financial reporting requirements for the Commissioner of Finance, and details procedures for appropriations and fund transfers. Notably, Section 16 amends Act 2-2004 to increase the application fee for competitive or non-competitive class positions in the Department of Human Resources from forty to fifty dollars. This Act was adopted by the County Board of Legislators on December 8, 2025, and approved by the County Executive on December 15, 2025.
