PH-Sewer District Mod-Add-Somers

The Westchester County Board of Legislators is considering a modification to the Peekskill Sanitary Sewer District to include two parcels of property in the Town of Somers. These parcels, identified as O Route 6, Sec. 4.20, Block 1, Lot 12 and Sec. 15.08, Block 1, Lot 4, are part of a residential townhouse development project called Trailside Estates.

• Request: Initiated by the Town of Somers.
• Feasibility: A feasibility report dated September 15, 2025, indicates the addition is feasible as it represents a minor increase (0.75%) to the District's Equalized Full Value and will not significantly alter the tax rate.
• Infrastructure Costs: The Town of Somers will bear the full expense of constructing necessary connection facilities (gravity sewers) and will be responsible for their maintenance.
• Capacity: The Peekskill Water Resource Recovery Facility has sufficient capacity to handle the projected average daily flow of 25,200 gallons per day from these parcels.
• Surcharge: A surcharge of $401,827.00 will be assessed against the parcels, payable in ten equal annual installments of $40,182.70. This reflects capital costs incurred by the District from 1970-2025.
• Environmental Review: The project has undergone environmental review under SEQR, with the Town of Somers acting as lead agency and issuing a Negative Declaration on February 13, 2025. No further environmental review is required by the County.
• Next Steps: A public hearing will be scheduled to allow for public input before the Board of Legislators makes a final decision.
