Approval of the annual lists of potential materials for which promotional examination questions may be taken for written promotional examination for the ranks of Fire Engineer, Fire Lieutenant, Fire Captain, and District Fire Chief. These potential study material lists will be valid for examinations to be administered within the one (1) year period beginning April 1, 2026 and ending March 31, 2027.

The disqualification was based on Rule IX 13a1 – Use of Illicit Substances

3. Notice of SAPD and SAFD disciplinary suspensions without pay: a. An agreed one (1) day suspension for Officer Connor L. Talamas effective December 24, 2025. b. An agreed three (3) day suspension for Officer Juan Pena effective December 11, 2025. c. An agreed thirty (30) day suspension for Officer Kirby Painter effective December 19, 2025. d. An agreed one (1) day suspension for Officer Luis E. Posadas effective December 20, 2025. e. An agreed one (1) day suspension for Officer Rolando Sulaica effective December 19, 2025. f. An agreed thirty (30) day suspension for Officer Kirby Painter effective December 19, 2025. g. A one (1) day suspension for Officer Jacob Vasquez effective January 15, 2026. h. A two (2) day suspension for Officer Thomas Gutierrez effective January 14, 2026. These matters have not been appealed and are therefore final. i. An indefinite suspension for Officer David McCall effective January 7, 2026. A letter of appeal was received on January 12, 2026. j. An indefinite suspension for Officer Thomas Rivas effective January 13, 2026. A letter of appeal was received on January 14, 2026.
The suspensions range from one day to thirty days, with some officers receiving multiple suspensions
